Todd Meierhenry
Todd Meierhenry is the head of the firm’s public finance practice. Since 1987, Todd has provided counsel to every type of governmental entity in the State. For municipalities, he provides counsel on general obligation bonds, utility revenue bonds, sales tax bonds, tax increment bonds, special assessment bonds, lease purchase agreements, certificates of participation, economic development bonds and notes. For school districts, he provides counsel for general obligation bonds, capital outlay certificates, lease purchase agreements, certificates of participation, and notes. For counties, Todd provides counsel for general obligation bonds, limited tax general obligation bonds, lease purchase agreements, certificates of participation and notes. Todd also provides counsel to sanitary districts, water districts, road districts, drainage districts, and irrigation districts in their borrowings.
Todd has acted as bond counsel for 501(c)(3) issuances which finance college, nursing home and hospital improvements.
Todd also acts as underwriters counsel on South Dakota Housing Development Authority borrowings. Todd is general counsel for the South Dakota Building Authority and the South Dakota Education Enhancement Funding Corporation.
He has drafted or assisted in the drafting of legislation which created the South Dakota County Improvement Districts, the revision of the municipal special assessment laws, the creation of the establishment of a liability captive insurance company fund for state authorities. He was a draftsman in updated of the state’s Tax Increment Laws.
Todd represented the Sioux Falls School District in the largest school financing project in South Dakota.
Todd was born in Gregory, South Dakota. He graduated from the University of South Dakota where he received a Bachelor or Arts in 1984 and Juris Doctorate in 1987. He is one of few attorneys that has had the pleasure during to have practiced law with his father, mother, wife, daughter and cousin.
