Todd V. Meierhenry is a distinguished attorney at Meierhenry Sargent LLP, based in Sioux Falls, South Dakota. With a legal career spanning over three decades, Todd has established himself as a leading authority in public finance law and currently serves as President of the American College of Bond Counsel.
Since 1987, Todd has led the firm’s public finance practice, serving as bond counsel for a wide range of governmental entities across South Dakota. His expertise includes general obligation bonds, utility revenue bonds, sales tax bonds, tax increment bonds, special assessment bonds, lease-purchase agreements, and certificates of participation. He acted as bond counsel for the largest school bond issue in South Dakota, ensuring successful financing for a major educational infrastructure project. Additionally, he has provided legal guidance for 501(c)(3) financings, assisting colleges, nursing homes, and hospitals with their capital funding needs.
Todd serves as general counsel for the South Dakota Building Authority and the South Dakota Education Enhancement Funding Corporation, playing a pivotal role in state infrastructure and educational funding. His influence extends to legislative drafting, including the creation of South Dakota County Improvement Districts and the Ellsworth Development Authority, modification of the tax increment district laws, and revisions to municipal special assessment laws.
He is a current member of the National Association of Bond Attorneys (NABL) and previously served as a member of the NABL Annual Workshop Steering Committee (2002–2004). During that time, he also chaired the Governmental and Tribal Obligation Section of the NABL Workshop (2002–2004), contributing to the development of legal education and best practices in public finance law.
Todd has held multiple leadership roles throughout his career, including:
- Past President of the South Dakota Municipal Attorneys Association, supporting municipal law practitioners and addressing key legal issues impacting cities and local governments throughout the state.
- Past Member of the South Dakota Certified Ready Taskforce, which focused on economic development and site readiness for business growth in the state.
- Past Chair of the Sioux Falls Downtown Economic Development Fund, helping to shape strategies for downtown growth and revitalization.
Todd has also represented clients in high-profile legal matters. He was the attorney for the Hyperion Energy Center, appearing in the largest zoning hearing in South Dakota history, where he successfully advocated for a zoning change before an audience of over 500 attendees.
Beyond his legal practice, Todd has played a major role in the title insurance and real estate industries. Together with his late father, Mark, he founded two South Dakota-domiciled insurance companies, Dakota Homestead Title Insurance Company and Stalwart Insurance Company. Additionally, he and his family have interests in 16 title companies across South Dakota, which handle real estate closings and the issuance of title insurance. These companies cover 49 percent of the total real estate value in South Dakota.
Todd is also an active investor and developer in commercial real estate, with properties in Sioux Falls, Rapid City, Pierre, Mitchell, Huron, Brookings, and Parker. Since the late 1980s, he has been involved in the development and growth of commercial properties in these key South Dakota markets.
He also holds multiple professional licenses. Todd is a licensed South Dakota Real Estate Broker and a South Dakota Abstractor, further enhancing his expertise in property transactions and title services. Federally, he is registered as a Municipal Advisor Principal, allowing him to provide financial advisory services to public entities in compliance with federal regulations.
A Gregory, South Dakota native, Todd earned his Bachelor of Arts (1984) and Juris Doctorate (1987) from the University of South Dakota. His legal career is deeply rooted in family tradition, as he has had the unique opportunity to practice law alongside his father, mother, wife, daughter, and cousin.
